Philippine Overseas and Employment Authority (POEA) releases a new advisory on launching of the new BM Online System replacing the old BM Online system. This new web-based processing system was launched and implemented effective 30 June 2021.
UPDATE: The POEA is now called Department of Migrant Workers (DMW) as mandated by Republic Act No. 11641.
The official name of the new system is POEA Online Processing System for Balik Mangagawa (POPS-BaM) which incorporated the general functionality of the current BM Online System but now uses in-house developed program and addresses the most pertinent problems, bugs and error of the old system.
With this new advisory, BM workers are directed to transfer their existing records under the old BM Online System and transfer them to the new POPS-BaM.

Once the old records have been successfully transferred, POPS-BaM can generate an OEC Exemption to BM Workers returning to the same employer. If the BM Worker will change employer and/or jobsites, the same shall be directed to set an online appointment in order to document the changes in employment data. The system has a built-in feature in the appointment module that helps those who are unable to proceed to avail an OEC Exemption, for the following concerns:
- Change of employer and/or jobsite;
- Undocumented worker (i.e. status is from tourist to OFW, or dependent to OFW, or student to OFW, etc);
- Worker or employer is under watchlist;
- OFW is returning to restricted or non-compliant country;
- Job position is in the list of Mission Critical Skills
Before you can transfer your old BM records, you must have an e-Registration number. To have this number, you must register a new account or login using the username from the old BM Online website in the new POEA Online Services portal, https://onlineservices.dmw.gov.ph//OnlineServices/POEAOnline.aspx. And click the Let’s Go button under the e-Registration tab.

Once your registration has been successful, an e-Registration number will be assigned to your account.
Now, if you have an account from the old BM Online System, you can transfer all your records to the new POPS-BaM. To do that, go back to POEA Online Services Portal page, https://onlineservices.dmw.gov.ph//OnlineServices/POEAOnline.aspx and under the POEA Helpdesk, press the Transfer Old BM records button.
To find your old BM records from the old system, enter your First Name, Middle name, Last Name, and Birth Date. Then, tap the Find Record button.
Note: Your records from the old BM system is automatically transferred 2-6 hours after you created your e-registration account.
A list of your records will appear. To transfer your record, enter the e-Registration number and click the Transfer Records.
A pop-up message will appear. Ensure that the records found belongs to you as it will be included in your OEC history. Click the Yes button to confirm the transfer to your new BM Online account.
Once confirmed, it will state that all your old BM records have been transferred successfully to the new system.
To check if the records have been updated, login to your account on the new system. On the dashboard, right side menu, click the My Contracts tab and the history of your contracts will appear.

Hindi naman dapat, 24/7 sya.. baka nagkataon ln na nagdown system nila or may website maintainance.. try mo n ln siguro uli at different time… or try to refresh the page few times..

Hello. Paano po ang name sa old BM walang “Ñ”. Kaso nung nag create ng e-registration, naglagay ng “N”. Kaya pag sine-search sa old BM hindi siya ma-transfer records to new BM. Thanks

pero kung may bago ka company, dapat mapresent mo un bago mong contract sa POEA.
Magset ka ng appointment online para makapunta sa POEA at magprocess ang pagchange ng company.

Hello, oo kailangan mo muna magregister sa new portal bago magtransfer from old account. kailangan mo kasi ilagay yun e-Registration number (new portal) sa pag transfer ng record.
Normally, 60 days are validity ng OEC.
Pwede ka na magregister para hindi last minute ang pagtransfer ng old records. un OEC, kung may ticket ka na, i-count mo na ln kung pasok sya sa 60 days bago ka kumuha ng OEC.

Pano po if old record in BM online is maiden name. It does not want to transfer old records as the name does not match with the married name.

Regarding naman sa help desk… baka dahil po long weekend/holiday ngaun sa Pinas dahil sa eleksyon at wala pasok sa government ngaun… maghintay lamang po at baka bukas makareply na sila sa inyo…
Hello po, baka may maka help sakin.., nakaka limang ticket na ako pero till now po hindi ko parin ma transfer ang old Bm ko sa new ereg po… Palaging same error “old bm account and Ereg account do not match. Name and birtdate do not match”. Sabi ng response sa

Anyone can help me po, I registered to e-reg and already have an account, When I tried to transfer my record from the OLD BM Account, It says na “Your old record have already been matched please login your eregistration account and click ‘my contracts’ button to verify your records” but still it won’t appear in the My contract history sa E-reg. account. Yes, but there’s no Choice for Return to same Employer. Only chnage Employer, Change Position, Change site, etc.

Good morning. I have the same query as Angela. My bmonline was my maiden name but now I registered the married name. I raised a ticket as you suggested since February 26, 2022 and until now no reply. Ganito po ba talaga katagal? Ang BM ticket reference number ay BM202202321457ERJ. I tried sending email and whatsapp message to follow up but still no revert. Babalik po ako sa same employer! This month n po kami magtatravel and until now wala pa akong OEC Excemption!

I would like to ask for your kind assistance and clarification, I have a confirmed flight for my vacation to the Philippines on June 27, 2022, I am still working on the same company however, my salary and position has changed in my new contract, as per the advise of the staff in POLO-OWWA Dubai, It is required for me to verify first my contract, unfortunately, I am not able to get an appointment in the portal as it is fully booked until October 2022, and since that there is a POLO ADVISORY no. 22-2022 that we can obtain our OEC in the Philippines even with a non-verified contract, I would like to clarify section no. 2 in the advisory screenshot below:
(“2 Acceptance of Non- Verified Employment Contract -Subject to established clearance/Documentary processing, returning workers not in possession of a verified contract may allowed to process their OEC upon submission of a valid working Visa and other proof of employment upon accomplishment of an undertaking stating the submission of verified employment contract shall be complied through email submission to POEA upon their return to the country of destination.
I have prepared the following requirements as follows:
1) Original and Copy of Employment Contract (Non-Verified)
2) Original and Copy of Residence Visa Page
3) Original and Copy of Valid Passport
4) Proof of Current Employment (Certificate of Employment, Payslip and Company ID)
5) Sworn Statement
6) Insurance Coverage (provided by our Employer)
And in section 2 it is mentioned that we need to accomplish an undertaking stating the submission of verified employment contract shall be complied through email to POEA upon return to the country of work destination, which email shall I send this undertaking letter and do you have any format for the same? Please advise for further details.

I suggest, once you are in Manila, to visit POEA to process your OEC or update details for your OEC so you can get it before going back to Dubai. Please note that POEA is now DMW – Department of Migrant Workers, here’s how you can contact DMW. The location is still the same – POEA Ortigas.

sa tingin ko kailangan, para madetect ng bagong system na dati ka na kumuha ng OEC, kasi kung wala sa record ng bagong un mga dati mong OEC, baka ang process nun is good as first time ka ln kukuha… nag-eerror pa rin ba kapag nagttransfer ng old to new? dati naman ok agad, within few hours marereflect na un sa new system….

Hi, make sure na tama yung spelling at kung ano yun nakalagay na name at bday mo sa old system. Pero kung wala naman issue dun, baka kasi dahil yun POEA ay nagsshift sa DMW (Dept of Migrant Workers), di ko sure kung may issue sa system nila.

Hi, “Note: Your records from the old BM system is automatically transferred 2-6 hours after you created your e-registration account.” This note is written in the page when you fillout the form. Just wait for few hours and refresh the page…
Hi, I have records po sa dating BM online but I used my maiden name before. Now, I registered my married name sa bagong system. When Im trying to transfer my old BM records, ang sinasabi eh “different name and birthdate” . Hindi nman bago ang bday ko , surname lang ang nabago kc married na. And bago na ang employer. Shall I still need to transfer my old BM records or gamitin ko na yung account ko sa new system with my married name and just upload with my new employer. Thank you
Sorry for the late reply, pero sa tingin ko, kung new employer, kailangan mo iupdate ang record mo sa POEA office mismo.. Un sa online, pwede ln sya kung sa same employer ka babalik.
