The Commission on Election (Comelec) announced the launch of Mobile Registration Form app to make the registration process more accessible to the public. This mobile app can be accessed with any Android smartphone even when offline once installed.
“The launch of the mobile app is very timely in the face of mobility restrictions brought by COVID-19 because you will only need a smartphone to accomplish the form,” Cascuejo, who conceptualized the project, was quoted as saying.
“This will save time, effort, and money that will be otherwise spent on going to a computer shop to download and print the form, or getting the form at the local Comelec to fill it out manually,” he noted.
“A QR Code is generated upon successful accomplishment of the form,” Cascuejo said. “You must save the QR code on your smartphone then afterwards, you may visit your Comelec office to have your QR code scanned and biometrics taken.”
The period of filing an application for Voter Registration is up to September 30, 2021. To apply an application using the app, follow the steps below:
STEP 1. Download and Install the app
The Mobile Registration Form App is downloadable through this link, https://bit.ly/MobileFormApp.
It can also be shared even without internet from one Android smartphone to another through ShareIt or any other file-sharing application.
STEP 2. Open the app and select the Type of Application
Upon opening the app, tap Get Started button. It will then direct to the next page where you can select the Type of Application that can be applied online:
STEP 3. Fill-out the information required for the selected application
New Registration
For first time voters, tick the box for New Registration and tap Proceed button.
Then, complete the form by filling out each detail required.

Review the information and make sure all details are correct. Tick the box to confirm and press the Generate QR Code button.

Transfer
There are two types of transfer for active voters who which to transfer the precinct jurisdiction:
- within the same city/municipality/district
- from another city/municipality/district
Tick the box for Transfer then select which type of transfer. Enter the previous address (Brgy and City/Municipality). Then, input the number of years you have been residing in the new residence. And press the Proceed button.
Then, complete the form by filling out each detail required.

Reactivation
For inactive voters, tick the Reactivation and select the reason for it:
- Sentenced by final judgment to suffer for not less than one (1) year
- Convicted by final judgment of a crime involving disloyalty to the duly constituted government, etc
- Declared by competent authority to be insane or incompetent
- Failed to vote in two (2) successive preceding regular elections
- Loss of Filipino citizenship
- Exclusion by a court order
- Failure to Validate
